I dont know if this is it or not but i was having kind of the same problem. I noticed
my problem had to do with windows messenger. You may not have this on your machine.
I disabled/deleted windows messenger and oe hooks into messenger. since i deleted
messenger oe was coming up awfully slow. I re-enabled and it seemed to help. Hope
this helps u out.
