I recently had the same experience with this error code and read all of these responses.
Nothing I did could correct the problem. I ran scandisk from the safemode, had my
norton systemworks check the HD that showed no problems, ran every utility I could
find basically to no avail. But what I had done recently was to install a new modem,
a cheap one at that. I removed the drivers for the modem and still the same error
message. No diagnostic would solve this problem. So I removed the new modem and got
back into Windows(98) and was back in business. I believe this modem to be faulty.
So my thinking is that even if you have not installed a modem lately, maybe yours
has gone bad. A long shot I admit, but a possibility considering none of these other
solutions may have worked. At least you have something to work with. Maybe another
piece of hardware?
