Networking on XP 98 ME LAN without Internet Connection Sharing or Network Setup Wizard:
on the course of writing this question I found the answer to it, so I placed it on
the bottom:

My network consists of 3 computers (win 98, ME and XP) connected directly to a hub
leading to a cable modem(without any router/firewall)
Is there a way to Simultaneously use TCP/IP to network AND to access internet individually
(without ICS or Internet Connection Sharing), considering the cable modem assigns
ip addresses to each machine?
The alternative I was looking for was NetBEUI but I can't get it to work on the XP
machine, nor does it link 98 to ME
or would IPX also work? I installed it and was able to view(not access) the xp machine
from ME and 98, while the xp machine could see all 3
yes I now have a mess of 3 protocols at the same time on top of the other, plus the
ME laptop can't see yet can be seen and browsed.
summary if you got lost (I did):
ME - can't see none, has internet, TCP/IP IPX and NETBEUI(probably doing nothing?)
98 - can browse ME and just see yet not access at all XP, same protocols as ME, has
internet
XP - sees all, hears all, has internet and all protocols(NetBeui is on the XP cd
in a folder)
all on same workgroup, different usernames, XP has account for the usernames on the
other PCs, PCs have names without spaces in between or commas...
what might be the problem?

ok now the fix to my problem:
user accounts in XP are unnecesary for 98, ME to work
You need, apparently, BOTH netBeui and IPX(for 98-ME go to IPX options and enable
NetBIOS) if either one is missing, it wouldn't work for me.
At first it nothing may work but look closely it might work intermittently. At this
point the 98 machine detects XP like before yet doesn't access, XP accesses fine
though. On one occasion I was able to enter from 98 to XP, pressed BACK, and couldn't
go back in so be careful. At this point I also shut down the ME laptop and discarded
trying to make it work.
Install or Uninstall each protocol independently, not all at the same time. Doing
that a couple of times in random order seems to help.
If anyone knows a more elegant way to network 98 ME and XP please illustrate me.
