Try to identify which program is callig the dialler. If you call up the Task manager 
([Ctrl] [Alt] [Del]) as soon as the dialler appears, you can see which programs are 
running.

It may be one of your legitimate programs which load at startup (such as your anti-virus) 
 which you have set to "automatically update". if so then change this setting in 
the program.

Alternatively it may be a hijacker or trojan trying to dial out in which case the 
first step is to download and run Spybot and/or Adaware. (personally I run both because 
they have slightly different search methods and find different things).
