You can't uninstall Outlook Express because it's integrated into IE which in turn is part of Windows.
The best thing you can do in the circumstances is to reinstall it. To do that, navigate to C:\Program Files\Internet Explorer. You'll find a file in there called ie5setup.exe. Choose the "Custom" installation and only checkmark Outlook Express.

You're only other option is to install a different email client which you'll have to purchase if you don't want to use the freeware version. The latter will bombard you with adverts every time you launch it.
