getting ready to install 2nd HD, lost CD ROM and CD/RW

My computer has an ECS P6BAT-A+ mother board with Win 98. I am planning to add another
HD as a slave to the original. When I removed the computer's cover I saw cable configuration
that was different than I expected.
All of the instuctions that I've seen say that the master & slave drives (of the
same type) should be on the same cable with the master at the outside end. Mine was
set up so that the bootable master hard drive was in the middle closest to the board
while...on the same cable...the CD-ROM, set as master, was at the end. The second
IDE cable had only the CD/RW drive set as slave on it. The third IDE cable is the
FDD.
The maker of the new hard drive, Western Digital, confirmed the both HD's should
be on the same cable so I rearranged things so that: The first IDE cable has only
the bootable drive installed on it, set as master, at the end of the cable. The second
IDE cable has the master CD-ROM at the end of the cable with the slave CD/RW on the
middle connector. I then rebooted to check everything before I installed the new
HD.
The computer booted ok but I noticed the packet writing icon (InCD) in the systray
displayed a yellow exclamation mark for conflict. I checked "My Computer" and the
control panel. There was no sign that these two drives had ever been there. I tried
"install new hardware" but Win 98 couldn't detect them. I tried opening Nero and
it said that the WIN-ASPI file is missing. Neither CD drive will operate.
I would really appreciate any suggestions that anyone may have.
