Disaster recovery! USB and modem gone

HELP! HELP! HELP! I ran into severe problems on my desktop when I went into MS-DOS
mode and could not get out, either with EXIT or WIN... it simply rebooted back to
the MS-DOS prompt.
The "emergency startup disk" offered no help. I tried Norton Rescue, could not
find anything to get a handle on... after trying everything else, I tried "restore
boot record" despite the warning. (Derision of my alleged stupidity will go to the
bit bucket). So then, I could not boot.
Having reached last resort, I went into the IBM emergency Product Recover, thinking
to restore the backups from my USB drives. I repeatedly tried to install the USB
drivers, and the drives were still not recognized. I went to the Device Manager,and
found the USB controller was..gone, apparently be replaced by a useless "Tape Detection".
The New Hardware Wizard did not even offer USB as a category.
Then I found I could not set up an Internet connection either. THAT Wizard did
not recognize the modem, and did not include it in its database. It just presented
a strange loop, demanding over and over that I "install a modem". So I can not even
get to the net to download drivers, the key is inside the locked box, and my careful
backups are useless because they are in the same box.
Any suggestions what next? Microslime, of course, it "not supporting" the OS, and
I can not afford to "upgrade" to !$!! XP even if I wanted to, which I do not.
