You can get all the Windows 98 updates from here:

As far as I know Microsoft won't be removing these anytime soon... in fact, I've heard they may be bowing to pressure and releasing all the Windows 98 updates on a CD eventually - either direct from MS and/or those free CD's you always get with computer magazines these days...

MS have also said they may still release future security updates depending on how serious the threats are deemed to be (for this read Internet Explorer mainly... :)
