It sounds like you tried to install from a full version on Win 98, not an upgrade.
That would be why you got the message telling you there already was an operating
system installed.
Deleting the Windows 95 files was not the right thing to do. You need to get a Win
95 startup floppy disk with CD-ROM support on it, and try boot from there. If you
have your Windows 95 original disk, you should be able to reinstall the missing files,
or re-install Windows 95. Look for an upgrade version of Windows 98 to continue upgrading.
They sell on eBay for cheap.
The other option would be to reformat your hard drive, and boot from a startup floppy
with CD-ROM support to install the Windows 98 system.
Searching on this forum will turn up many matches for how to perform all of the above,
if you don't understand the process.
