When you change the hardware addresses of the CDs, you need to let Windows detect
new hardware.
Why don't you copy the W98 install files from the CD to the hard drive, and then
let your system find them there? The install files are in folder \Win98 on
the CD. They're normally copied to c:\Windows\Options\Cabs
You can use a W98SE boot disk (I recommend the W98SE "custom" one) from www.bootdisk.com.
Boot with this, and your two CD drives will be r: and s:. Type the
following command, and press Enter:
xcopy   r:\win98\*.*   c:\windows\options\cabs\
