That error happens when you try to run Format with the /s option while CD support
is also loaded.
If you're reinstalling W98, you don't need the system files to be on the hard drive
first. Windows Setup will prepare the hard drive for booting by copying the correct
system files as required. You need to ensure, however, that Fdisk has properly marked
the partition as "active". However, if you insist,... Run Format without the /s option,
and run the SYS command afterwards, like this:
format   c:   /u   /v
sys   c:
