If you can access the system drive, that's a good sign Erika. This symptom has many 
possibilities, and could be virus related. 

Does the system have an Anti-Virus program installed? Most AV installations can be 
run from DOS.

Until we here back, you could try one common Trojan cure. Boot the system to a COMMAND 
PROMPT C:\>

Type DEL C:\EXPLORER.EXE (note the space) and press enter. This file should 
only exist in the C:\Windows directory, and is a common cause of this symptom (Trojan).
