Lets check the .ini files and replace Explorer.exe if necessary. This is the same 
editor you checked the Bootlog with, and the procedures are the same.
  • Boot to a C:\> prompt again.
  • From the C:\> prompt, type CD C:\WINDOWS.000 and press enter.
  • From the next prompt, type EDIT WIN.INI and press enter.
  • Check the two lines listed below: load= run= There should be nothing entered after the = sign on either line. If there is, edit the line to read as above.
  • Now check the System.ini file in the same manner. The line to check is: Shell=Explorer.exe There should be nothing entered after the Shell=Explorer.exe listing. If there is, edit the line to read as above.
  1. Reboot the computer with a Win98 boot disk, select CD rom support when prompted. Note which drive letter the CD is assigned. Place the Win98 CD in the CD rom drive.
  2. Now from the A:\> prompt, type EXT and press enter. The first prompt you see will ask for the location of the CAB files, enter E:\Win98 (or the assigned drive letter):\Win98 and follow the instructions. You need to extract EXPLORER.EXE to the C:\WINDOWS.000 directory. If you receive any errors relating to the copy process, rename the installed EXPLORER.EXE. From a C:\> prompt, type REN C:\WINDOWS\EXPLORER.EXE EXPLORER.OLD and press enter. Then try the 'EXT' procedure again. Be sure to note the spaces in any command lines.
