Win Explorer Collapsing Folders Problem

(For definition's sake, whenever I say "click" or "clicking" I mean single-click.)
This takes a bunch of words to accurately describe, so please bear with me. First
a general description, and then an exact one in case the general one is not clear.
I've already shortened this several times.
General description. The problem I'm having is within the Windows Explorer Folders
pane, specifically when clicking on a minus sign next to a folder/sub-folder that's
been expanded. The folder/sub-folder will only collapse correctly when that folder/sub-folder's
name is highlighted. If any other folder/sub-folder is highlighted when clicking
on a desired folder's minus sign, then instead of simply collapsing the desired folder's
sub-folder structure and the minus changing to a +, INSTEAD, the highlight moves
from its current location, to the folder name next to the minus sign, the minus sign
changes to a + sign as the sub-folders collapse, then the + changes to a minus and
the sub-folders expand again and the highlight then goes back to the originally highlighted
name, then finally back to the folder name next to the minus sign that was clicked
on. That folder remains expanded, but of course should have stayed collapsed when
it first did so. THEN, when clicking the minus sign again, the sub-folders correctly
collapse, and the + sign appears next to the highlighted collapsed folder. In actuality,
the highlight should have nothing to do with expanding/collapsing folders.
This has not always occurred, but started a couple of years after installing Win98SE.
Exact description. Let's say "C" and folder "Windows" has been expanded, and all
of the "Windows" sub-folders appear, and there is a minus sign next to the name "Windows",
and the sub-folder "System" is highlighted. Clicking on the minus sign next to the
folder name "Windows" should cause all of the "Windows" sub-folders to collapse and
the minus sign next to the "Windows" folder name should revert to a + , and the highlight
move to the folder "Windows". If the highlight was in a totally different folder
apart from the "Windows" folder, the highlight should stay put. What happens on
"my" PC, is the highlight moves from the "System" name to the "Windows" name, the
sub-folders collapse and the minus changes to a +. THEN, they expand again, the +
changes to a minus and the highlight moves back to the "System" name, then again
moves back to and now stops at the "Windows" name, with the minus sign still there,
and all of the "Windows" sub-folders still expanded. When I click on the minus sign
again, the sub-folders now collapse like they're supposed to.
Any ideas ?
