The only advice I can offer would be to check your mouse settings, if you have any "smart" options enabled (auto double click, smart move, etc.) try disabling those. Otherwise I'd boot to safe mode and see if it still does this. If so, then I'd look at reinstalling some system files, if not I'd look at what software applications you have running after booting normally. Its possible another program is trying to "manage" your files and folders in some way.
