I've never heard of those file types being visisble in a Windows CAB's directory,
but those are your Windows 98 CAB installlation files.

Name brand PC's are normally sold with Windows preinstalled by the manufacturer.
Rather than giving an install CD with them, they place the install files on the hard
drive. I'd think, you'd want to leave those alone. Missing or corrupt files can be
extracted from them. Your Windows installation can be repaired/reinstalled from them.
Aren't most of those zipped files? With Winzip you can view cabs, but you can't just
delete the files with it. You'd need to unzip them to do that.
