To resolve this issue, use Registry Editor to delete the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects
You probably can't get to "Regedit" from Windows? Start machine in "DOS Mode" from
command prompt type regedit/? there will be a list of the functions regedit can
do from DOS prompt.
Apparantely, this key is created win windows boots which also creates "Taskbar"
