It's a bit late (1 year) but for those still using win98,..
The whole point of that option is to remember EACH folder's setting, as opposed to
just one setting for all folders.
Sometimes the option doesn't work because somehow
the registry setting below doesn't let each folder change
it's own setting.
This is a sort of bug.
The fix is to reset that registry key :- viz
--- save below to afile.reg and double click it --
REGEDIT4
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoSaveSettings"=hex:00,00,00,00
