Question about 'Refresh the Desktop without Restarting Windows'

I edit system.ini, shell=explorer.exe to shell=(my program in visual basic for example, specifically it is a visual basic program), when I reboot my pc, my program launches without any desktop interface and taskbar, this is for security reason. The question is, if theres a way to load windows desktop and taskbar without restarting? I tried to change back the shell=explorer.exe, but it needs to restart to take effect. Hopes someone helps me. Thanks.
