While there is no option within Outlook Express to turn the splash screen off, you
can remove it via the system registry. Start regedit from the Run... menu and travel
down to HKEY_CURRENT_USER \ Identities \ (Your Identity) \ Software \ Microsoft \
Outlook Express \ 5.0. On the right pane, create a new DWORD with the right-button
context menu and name it "NoSplash". Double-click the DWORD to modify it and enter
"1" as the value in the dialog box.
Close regedit, start Outlook Express, see no splash screen
HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\InternetExplorer\
Infodelivery\Restrictions
Add a DWORD value called NoSplash and set the value to 1

WINDOWS SPLASH SCREEN:
Get Rid of the startup Splash Screen
If you have any errors during the DOS phase of your boot, you will never know it
unless you disable the Windows splash screen (be sure you enabled viewing HIDDEN
and SYSTEM files):
Open the C: drive (root folder)
Find the file: MSDOS.SYS and right-click it and select 'Properties'.
Turn off the Read-Only attribute, then 'Apply' and 'Close'
Right-click the MSDOS.SYS file again and select 'Send To' and then 'Notepad'
In the [Options] section add the following line:
Logo=0
(The last character is a zero).
