It's the: EPSON Status Monitor 3 Environment Check, I had the same thing. On closer inspection in msconfig the EPSON Status Monitor 3 Environment Check has cfgwiz32.exe file associated with it. If you scroll to the right in msconfig, you should see the reference to cfgwiz32.exe
