Your office may be running as the local machine instead of as the local user. Try
putting the AcbControl DWORD in this registry setting;
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\9.0\Common\General
Notice this goes to HKEY_LOCAL_MACHINE not HKEY_LOCAL_USER.
Give that a try and see if it works for you. It worked for me. Finally!
