black screen on boot and vertical lines

in the startup the computerhas the gateway icon (as usual). but it has black vertical
lines through it, same with the windows splash screen. after all that is done the
computer hangs at a black screen after. when in safe mode (it works OK) when i move
the mouse the screen flickers and leaves a weird red mark on it. (like when u use
paint on w98 and use the spray icon. no viruses or adaware coz i checked in safe
mode. is there a fix for this. how can i reinstall drivers in safe mode if i cant
use a cdrom drive?
