Try this .Long shot
reboot into safemode/right click on the desktop/select Prop./Setting Folder/Advanced 
Button/Monitor Setting/check to see if it's set at 60 hertz if not set it for 60 
and then reboot and give it a try 
Like I said Long Shot.
But you said it works ok in safemode, that may be because the video driver is not 
driving the monitor at 256 with a high hertz setting and safemode should 16 
anyway try it.  can't hurt. just don't go higher with setting
If not replace the monitor with a good used one.
Or replace the video card, if it's not a onboard MB type.
