92 MB of RAM may be little bit too low for Win 98, but you may get by.
I don't know, if it matter, by to check your DirectX version, go Start>Run, and type: 
dxdiag. It'll show you what version you have.
Anyway, regarding MPG and WMV files...
Are you talking about playing them on line? If so, what kind of connection do you 
have.
If offline, I would give Irfanview (www.irfanview.com) a shot, set it up to play 
MPG, and WMV files, and see, if you are doing better.
