Question about 'Why can't I start Windows when I boot from a floppy?'

when switching on computer it loads up so far then a message saying "one or more of your disk drives may have developed bad sectors press any key to run scan disk with surface anaylsis on these drives...." then when l press any key it goes onto scan disk, it gets to 17% pauses and then says "scan disk encountered a data error while reading cluster 5238. scan disk will try to continue past this error when scan disk offers you to perform a surface scan on this drive choose yes"it remains at 17% still, even when trying to start in safe mode it still says the same thing, could anyone give me some advice or help would be really grateful thanks
