Question about 'What to Throw Away'

I have a question about What to Throw Away:

I acquired a Dell Laptop with W95 OS and 1.2GB drive. I upgraded to W98SE from a CD. Then Uninstalled, removed, & used unstaller program on other junk. Have not installed but a few programs, but a very large amount of disk is being consumed. Have lots of a good ideas from your forum. Question. There is a folder Windows/Options/ which contains a CAB folder and some files. The files are MSCSD.exe,.inf,.ini,MSCSD1.lib,MSCSD2.lib, startup.ini The startup says its in case windows 95 has a problem. The sub folder CAB has 35MB in it, and a lot of W95 cab files. When I do something to W98, I have to use the CD. I wonder if all the stuff in this option file are for W95 and are no longer needed.
