Cannot open any program or Icons in Control Panel

Hi all,

I have a Win98 se machine and on the desktop none of the Shortcuts will work

Also when i go into Control Panel i cant open any of the icons the message that appears 
is:

The "Open With box" appears and asks me which program i want to use to open the file 
"Rundll32.exe"

Also  some of the icons on the desktop and in most folders are a white icon with 
the Windows logo on it 

Any help would be great
