Is the .inf file located on a CD-rom or is it in a folder on your hdd? What type of device are you installing/updating the drivers for? Some devices come with the complete install app and all the necessary drivers on a CD and prefer to be installed using that procedure rather than the MS' Add Hardware wizard.
