They're surely a copy of the Win98 CDROM, used for Windows installation and
system file access. Having them copied to the hard drive has its advantages. If you 
use a retail Windows CD, you could delete them all to preserve drive space.

Before you do though, posting your systems make and model information would be
helpful. Some manufacturer's require the cab files during use of their recovery CD's.
