Compaq BIOS problems

I'm trying to fix an older model (1998) computer that has been having problems. The 
hard drive was formatted and the Compaq partition has been lost. The BIOS will not 
load Dos nor will it read CD's. Startup stays on the standard Compaq screen (red 
letters with white background). When I try to enter the BIOS setup, I get a blank 
screen.
I've already tried a couple of threads;

 ...and none have helped.
I don't have much information on it but as far as I can tell, the computer was running 
Windows 98 SE, 128Mb RAM, Pentium 2, 8GB (C:) and 4GB (D:) hard drives.

Any help would be nice.
