Sound Stutter?

This happens now & then, usualy when a windows sound is played, such as when a pop-up is detected on a browser (blocked by msn/yahoo toolbar) and error sounds, so on, also music/sounds are slurred when a window is opened and closed while some are playing, usualy MP3's and Wav's, my sound system is C-media SB16/Windows sound system... this has just recently started to happen, and it is VERY annoying, repeating over & over, I have scanned for errors, tryed uninstalling & reinstalling, fiddled with some of the preformance settings, and nothing has stoped it, I fear I may go deaf soon if this keeps up, thanks for your help! hope to hear from you soon.
