System Hangs at Logon Screen

Hello Sir/Madam, I am having a couple of problems - one small and one big. Hope you resolve them. 1) I have a Windows 98 SE system(128 MB,1.7 ghz). When I switch on that system,as usual it goes to the logon screen and when I press enter - the system hangs. Again I have to switch off and start. So 2 out of 5 times this thing happens. I have checked the startup(only AVG, systray are running). Even I regularly run Scandisk,scanreg/fix but still this thing happens daily. 2) Of course, this thing is nowhere connected to Win 98 troubleshooting but the problem is making me go mad!!!My employees are downloading mpg's, avi's secretly during their work time and the result - I am getting a fat bill from my ISP's. How do I stop the download of any mpg's , avi's. Is there any utility. Of course I know how to block web sites( host file) but there are millions of sites. Thanking You, Sudhindra
