I believe that Paul Hokanson's tips for shortcuts won't solve the problem, since they are shortcuts to execute such a power off or reboot command. I use them myseilf.

I am having the same problem: after I resolved the problem of the "Standby" option disappearing from the Shutdown menu in my Windows 98 SE, now when I choose to power off I get the "It is now safe..." message, instead of the PC shuting down like it used to.

I would think about the BIOS, but I didn't touch it, neither to create or solve the first problem, or to create this one of it not shutting down on its own.

I'm still investigating myself. If anyone comes across a solution, please tell me.
