Very Slow Broadband Connection

I am currently running Win 98 SE. My isp is Comcast High-Speed (?) cable. Honestly,
as slow as the d/l speed is, I may as well have dial-up and pay MUCH less than I'm
currently paying. I have a two-fold question:
1. Is there a program (preferably free, lol) that can identify if my system is the
problem and where the bottleneck(s) are? I currently have TCPO Optimizer, and have
configured for optimal performance.
2. When I contact Comcast regarding the very slow speed, all I get are excuses. Are
there specific things I should be requesting from them to improve the performance?
Obviously, this assumes that the problem is their's and that my system is OK.
I should also mention that I'm using a wireless router (Linksys) WMP11v4. the signal
indicates "excellent" and "Quality" is always "Very Good" or "Excellent"
