Dial up modem problems.

I am using Win98 with a 56K Conextant modem. I use AOL 9.0 as my provider. Whenever I try to dial up I usually make it to step three (Connected at XXXXXXbps) and then it freezes up and redials. If I leave the computer dialing for long periods of time it will connect every once in a while. Something like 1 out of 50 tries or so. I have also tried different providers and get the same outcome. I have had this problem for a while and ive tried everything I could think of. It would be greatly appreciated if you guys could help me out. Thanks, Ed
