There are some things that must not be disabled. See below. He might have even taken it 1 step farther: Disable everything EXCEPT what you **absolutely need** running at startup: Explorer, Systray, Scan Registry, Anti-Virus, and Firewall. (There may be some other things on *your* box that NEED to be in SysTray, but that is rare.)
