Well, not exactly where ever-re: Question about 'How do I move the TaskBar and the Start Menu?'

You might have to drag as follows:
(1) Drag from the Right Side directly to the Bottom.
(2) Drag from the Right Side to the Top, then to the Bottom.
(3) Drag from the Right Side to the Top, then to the Left Side, then to the Bottom.
(4) or even try Dragging from the Right Side directly acrossed to the Left Side,
then to the Bottom...
