Are you sure that the PCI wireless adapter on the 98 machine is installing correctly?
I have had a similar problem but with a Belkin card recently - the particular
chipset on this card needs 98SE or so Belkin insists. the card seems to install
(no error messages) and icons appear in the task bar, in Device Manager it says the
device is working but under drivers it says none are loaded. As I said before Belkin
advise that certain 98SE files are necessary for their wireless card and they say
there is no "workaround" Your problem may not be related but I would check this
out...
