Can I suggest you read the advice on http://www.annoyances.org/exec/show/article01-010
It specifically states it is for Windows 98 and I quote
'If you're using Windows 95 or 98, you'll need the CabView utility
(one of Microsoft's PowerToys). ' The problem is that when you follow the link you
get to a microsoft web page which only allows you to download 'powers tools' (containing
cab view), which, certainly in totality, is not suitable for windows 98. The point
I am making is that annoyances org need to change or add to the advice that they
give. ie is it that 'cabview' is suitable for windows 98 but the rest of power tools
isn't?
