Hi,
Try opening msconfig and selecting the diagnostic start up in the General tab and
then rebooting. This allows you to interactively load every thing needed at start
up. At some point you will get your 'file not found' message this will show you
where to look for the missing file. It might actually identify the file.

PS When you've finished the diagnostic start up go back into msconfig and reset it
to the setting you had previously ie normal or selective start up.
