Windows 98 booting with mfg. disc problem

Hello and Thank you for the Help, I am re-installing my Win98 Program with my set-up disc from Packard Bell. But gets stuck at A:\> drive saying "Not enough Memory needs 16 mb. "I have done this b4 just been a while, how do I get beyond this point to my installation files for 98? Can't remember what DOS Prompt to type in. Sad in SanFrancisco :-(~~~
