Can't Close out programs

I have my computer on a surge protector. I had 4 power surges in 2 hours. I need
to defrag my computer. So, I paused the task scheduler, took off the screen saver,
then went to ctrl-alt-del and hit end task. When I get down to the last 3 items
and it doesn't matter which ones (systray, ccap, explorer or explorer, systray, &
something else) The computer freezes up and it won't let me close everything but
explorer. I tried running a scan, it said there were hard drive errors and it fixed
them. I restarted the computer, tried to close out programs to defrag again, but
the problem keeps happening. I ran scan disk and it says there are no errors on
it. Any suggestions? I can't run defrag because it keeps restarting and telling
me to close some programs, which I can't do. If all else fails, should I completely
erase the hard drive and re-install everything? Or is there something I can do to
get this to shut everything down but the explorer so I can defrag?
