How can I block the display settings on 800x600?

I have a worker in my team and he annoy the others by changing the display settings
from 800x600 in 1024x768,making the folders so small.So I want to stuck the settings
on 800x600.Any sugestion will be welcome,even I need to delete something from Windows.
