Hi, don't know if you still have this problem, but this may also happen when you
use Windows 98 SE files/CD/drivers on a Windows 98 (not SE). When you first install
usb support windows asks for the windows CD, and if you place the SE CD instead of
the correct one, windows copies the files without complaining.
Now it will not work.
Solution in this case:
1- delete files (no need to be on safe mode)
-ntkern.vxd
-openhci.sys
-usbd.sys
-usbhub.sys
2- replace with correct version of the same files on the same destination. Use files
extracted from Windows 98 CD (not SE).
3- reboot
4- enjoy
