This message is probably correct, 'No Operating System'. You can try this, it will 
reinstall the files necessary for Windows to boot. If you reach a C:\> prompt after 
this procedure, try typing WIN and pressing enter.
  1. Restart your computer using a Win98 boot disk, select option 2 on the Startup menu and then press ENTER.
  2. At the A:\> prompt, type: SYS C: (note the 1 space) and press ENTER. The following files will then be copied to the drive: * IO.SYS * MSDOS.SYS * COMMAND.COM
  3. If the procedure is successful, a 'System transferred' message will appear.
  4. Remove the boot disk and restart your system.
You can create a Win98 boot disk on any Win98 system. Select 'Add/Remove Programs' in Control Panel and then the 'Startup Disk' tab. You can also download a small program from BootDisk.com. The standard version is here: Win98 SE Run the downloaded file on any Windows system, and it will create the boot disk for you.
