|I'am going to install Windows 98 SE on a new hardrive.
|...I've read on some websites that the installation is "clean" on new hardrives;
|does that mean it automatically installs itself?

No. "Clean" means that whatever is on the HDD gets wiped off by you.

|I...only have an external CD drive

Installing an internal CD drive would make your life easier.

(I ASSuME your BIOS supports it.)
The 2nd easiest way is to mount your hard drive in someone elses's box as a "slave"
and copy the Windows CD to a D: partition[1] and install Windows from there.
The 3rd way, which is what you were considering,
is to get DOS drivers for your CD drive.
[1] Some folks will say copying to C:\CABS is OK; I disagree.
