Computer shuts down, when re-installing Windows98

I am trying to re-install Windows 98 on my computer for I am having all sorts of problems with it,,,, but when set up starts, the computer shuts down. Problems: The computer won't go into MsDos Mode. I am unable to format the computer, going through explorer or MsDos Mode. Any other way to reformat my computer? I was having problems getting the screen to light up on my monitor at start up,,, changed the monitor figuring it was old,,,, It is still not functioning properly,, it is not lighting up as soon as the computer starts,, maybe a minute or two later,,, sometimes longer.
