Assuming you're referring to Internet Explorer, the MCREPAIR may be what you need. 
Be sure to try the other two options first, otherwise the patch may be useless. 
  • Repair Internet Explorer: Select Start/Run, type MSINFO32 in the 'Open' box and press enter. From the 'TOOLS' menu, select 'Internet Explorer Repair Tool'. Then from the next menu, select the repair option.
  • Enter the following command from the Start/Run box and press 'ENTER'. You will be prompted if the command was successful. regsvr32 Urlmon.dll (note the space)
  • If the repair and registering the dll doesn't resolve the problem, run this Microsoft MCREPAIR patch. The patch will install older versions of files that are compatible with Win98. Answer YES if prompted to replace the files.
