"I loaded the Route1 new toolbar from the Reducing Clutter..."

I've never heard of that toolbar. Is it available for download from Annoyances 
site, or was it a suggestion by a poster in one of those threads? 

Try restoring a registry backup dated prior to when you installed it. Start/Shutdown, 
choose Restart in MS DOS mode, or reboot and hit the CTRL key just before Windows 
loads, until you get the boot menu. Choose Command prompt only. 

At the C:\> type: scanreg /restore Press enter. A good backup will have the 
word "Started" before it. Choose a date prior to this problem. Then hit Enter. You 
should get a message that Windows successfully restored the registry. Then CTRL_ALT_DEL 
to get back into Windows.
